I got 40th rank in PUEE(Pondicherry University) for M.Tech in CSE.Waiting list rank is 13th in OBC category.Total seat is 27.Do I have a chance?

The total fees for M.TECH CSE in Pondicherry University is 67.53 K for duration of 2 years in general . The candidates will be selected according to the marks scored in entrance exam . The  Candidate must have pursued BE OR BTECH COURSE and have passed the course in Computer Science and Engineering Information Technology or MSc in Computer Science/Information Technology/Software Engineering OR MCA with Bachelor’s degree in Computer Science/Computer Applications/Information Technology or equivalent Mathematics/Statistics/Physics/ Electronics/ Applied Sciences with a minimum of 55% of marks from any recognized university.

According to previous year cutoff in Pondicherry University , For OBC category it is 134 .
