I got 410 marks in neet 2019 and I m foreigners so I applied this neet by foreign nationals. So I there any chance of get college ?

NRI quota is not applicabke to all the states/ colleges it is  apply for some states only like punjab, rajasthan, bihar, gujrat, adhra pradesh, etc. As the nri students are less you have some decent chances of getting the seat. The fee is comparetively high.
