Hi there.
If you are a resident of Bengal and have a state domicile of Bengal, then and only then can you apply for the 85% State Quota in the state of Bengal. If your domicile is in the state of Bihar you will be able to get the 85% State Quota only in Bihar. To apply for West Bengal colleges you will have to go through the 15% all India quota seats. Asking you to apply for the all India quota seats with the 470/720 will be ill-advised as your marks are not quite adequate for merit list seats.
