i got 49% in board exam and clear jee mains exam also eligible for jee advance 2019 then i am able to take admission in govt.colleges

Congrats for performing well in your jee exam.
But as mentioned in the brochure of IIT that they need at least 75 % in pcm for admission , this is mandatory criteria. I've seen few such cases where students are disqualified at the time of counseling for not fulfilling the criteria.
But this 75% criteria is for IITs not for nits so you can apply for nits without any problem. Keep it up.
