I got 497 marks in neet 2019 with rank 59023 in haryana should I go for counselling in Karnataka, is there any chance for govt or semi govt?

You have a not a bad score in NEET 2019. Near about 500 is a good score. The cutoff of karnataka for government colleges is somewhat higher than other states so you can try there. But you can also try in your state also for government and semigovernment colleges as there is 85% state quota. I cannot tell the exact colleges you can get as the cutoff varies every year.
