i got 551 score in gate 2018 in civil general category .can i get mtech in iit with this score.

The chances are thin, see to get a sure seat in MTech at an IIT, you need a score of 600+ roughly.
With your score, you are right on the border. See I'd suggest, strive for an IIT only if you later want to pursue a career in academia. Otherwise, if you're only looking to pursue higher studies for interest, then joining a good NIT will be a good option as well.
