Yes you are eligible for neet, you have to get total 50% in 12th boards for neet, also they have an age limit of 17 yrs in 2019.

As physical education had taken the plce of chemistry as total m getting something 71overall%

Sorry but biology, physics and chemistry are taken as core subjects and cant be replaced with any other subjects.
