I got 63.82 .and I belong to obc ..can I have a chance to qualify??

It's difficult to tell you the exact about the qualifying cutoff & admission possibilities. But this score seems not enough to qualify & chances are also less to get NITs, IIITs & GFTIs with this percentile.

You can go for state level counselling like Punjab, Haryana Etc. I would also suggest you to appear for JEE Main 2020 April Session again.
