i got 64 marks in oc category, so what is the rank i got according to my marks.

Your mark is pretty low for fetching any seats in NITs. OBC reservation doesn't really help much when it comes to national institutes.
you are a general category student then I am sorry to say that with 60-64 marks you cannot get qualified in JEE Mains exam and you will not be able to appear in JEE Advanced exam because last year cut-off for general category candidates was 81 marks.
With these marks if you belong to OBC category there are no chances at all but you have a chance to get qualified for JEE Advance!
