I got 64 percentage in cbse cl 12 and got good percentile in jee mains may I eligible for jee advanced?

As per the rule you need to have either more than 75percentage in board exam or be in top 20 percentile. So if you come in top 20 percentile in your respective board than you can give.
But here you seems that cannot qualify any of the rule so, you have low chance to take part in counselling.
