I got 70 marks in ts eamcet and 523 in IP board. Will i get admission in CBIT ?

You got 70 marks that is not a bad score but you would have tried a little better .
As per the eamcet rules the ipe marks are considered for 25% of weightage in your rank calculation and the reamining 75% is given to the written exam of you.
Total percentile is calculated by giving the percentiles.
Your eamcet score is not a direct score it is a normalized score for each subject not wholly based on the overall performance of all the students in that session and then toppers performance is compared with the remaining sessions then you get a final percentile score.
At last based on the percentile which is upto the 5 digits after decimal then you get your ranks based on your caste also.
So caste also matters in getting seat in various engineering colleges in hyderabad by eamcet not only in eamcet every where in india there is a reservations for various castes .
So for more clarity you could add your caste and any other reservations before you ask your question.
I will answer the Question considering you as general category student.
Your rank will around 12,000 and it is not bad rank.
But it is hard to get seat into the cbit with this rank if you belong to general category and also for cbit to get into cse your rank should be below 1500 and in ece below 2000 for eee also it is almost same so keep this cutoffs in mind.
If you have some high reservation only then it is possible to get seat in the cbit in non core branches like civil biotech  chemical and some other .
Try to get good seat you deserve with your marks.
With this marks it is possible to get into the top 10 colkeges in hyd and in top 5 colleges if you choose non core branches.
So with this rank you can get seat in colkeges like gokaraju ganagaraju ,bvrit ,mvsr, mjit and some other top colleges only in non core branches.
