I got 74 percentile in jee mains and 138000 rank can i get free seat in the course cse ai ml

However, you may have a chance in:

• Lower-tier private universities or state engineering colleges (especially if your state has tuition fee reimbursement schemes for reserved categories like SC, ST, OBC, EWS, or for girl students).

So you got 74 percentile in jee mains which is extremely low for any branch in the colleges like Nit's and even in top private college  and if you want Branch like AI/ML which is considerd as the top branches in engineering colleges if i assume your category- In general category its impossible .

In Sc category it is again impossible you can get low branches but the chances are extremely low.

I will recommend you to prepare again or give some state exam paper for eg.MHTCET ETC. You can also give viteee and other private colleges exam but for branch like AI/ML you need to score very high.
