I got 84.87 percentile in Jee main 2019 and my rank is 173053. For which gov.college am i eligible?

Well, you have not mentioned your category here, but considering you are from General category then 84.87 percentile will get you to around 130k-150k in the common rank list.
Sorry to say but with such low rank you don't have any chance of having in a Govt. College like NITs or GFTIs but you can opt for some of the Private colleges that provide admission on the basis of JEE Mains.
