I got 89 percentile and have haryana as home state which college I can get

89 percentile is not enough to get any top colleges across the India, according to your percentile your rank should be around 1,20,000 you can also check by own in this site
You need 98+ percentile to get admission in NIT's and IIIT's and another option is for you is to try another 2 attempt of JEE, surely you will score good marks. Or you can take admission in any private colleges like LPU, Chandigarh University, Amity, JIIT, Sharda, or try some state government colleges of your state which are as follow-
1. UIET KUK - University Institute of Engineering and Technology Kurukshetra University
2. Central University of Haryana, Mahendergarh
3. Gurugram University, Gurugram
4. DCRUST Murthal - Deen Bandhu Chhotu Ram University of Science and Technology
5. University Institute of Engineering and Technology, Maharshi Dayanand University, Rohtak
