I got a all over india rank of 60000 in jee mains 2019 and my OBC rank is 16000 so can i get CS in any top college

Yes,you can get CS branch in some of the good engineering colleges.
But you will not have chance to get admission in Governor Colleges because of your rank.
You can try in West Bengal's colleges delhi's colleges etc.
You will get Amity University,Galgotia University,
Thapar university etc
