Yes , if you are talking about ALL INDIA QUOTA counseeling , then you need to go the alloted college and fill the upgradation option there itself within the stipulated time period. And in case of any state counselling , during registeration , you need to select the option of "Keep the seat and attend further rounds". In this way , you can go for upgradation.
