i got gate score of 617 in EE. is there any chance to get iit under obc category

For your gate score of 617, your possible gate colleges are-

Among IITs- Hyderabad,  Jodhpur, Mandi, Dhanbad, Bombay, Bhuvneshwar, Gandhinagar, Roorkee, Indore and BHU.

Among NITs and other are- JU, DTU , COE Pune, NITs- allahabad,trichy,etc..
