You have scored very poorly. With such high rank, getting admission in a government engineering college is extremely unlikely and even your reservation or quota might not grant you a government engineering seat.
At this rank, you can only apply for private institutes that have good placement prospects, astute teaching faculty, skill oriented courses, infrastructure, etc. If you can't get admission in a good private college, there is always a backup through management quota.
My advice would be to look for colleges that provide good job offers with better packages not just in core sector but also in IT sector. Of course it depends on your interest which branch you are going to pick to pursue your career.
Your chances of getting a government engineering college is very slim and I won't recommend you to wait for third Counselling or spot round. It is better to join a good private institute than join a low ranked government engineering institute with no scope of being prosper.
You may be thinking that with obc or girl rank or backward caste rank, you may get a chance to be part of government engineering college, but sadly every government engineering college has only few reservation seats and your quota rank is pretty high to give you any reliable hope.
You may look for good private institutes of your city or state that offers the branch of your choice and also has good placement prospects so that the college becomes your ladder for prosperity in future.
