i got late to pay the counselling fee and to put the web options now is their any chance to pay it second time

Keeping in mind the scheduled dates and all rounds of counselling, if one misses the chance to attend the first round of counselling then he/she isn't barred from it al all. Infact subsequent rounds do see fresh students registering for the first time and pay the fee. Each round of any counselling actually is open to newer registration, which means an open fee deposition gate. Just make sure, you register and pay fee both in the same round so you don't confuse yourself during the process of Counselling.
