I got rank 21035 in wbjee 2021,general category.Can I get CSE or IT in any Govt College?

This is very difficult to predict which college you will get because cut off keeps changing every year depending upon a number of factors like

--------) number of students that appeared in the WBJEE exam

--------)difficulty level of the WBJEE examination

--------)Kind of marks obtained by the students in the WBJEE exam

--------) number of students from different categories

--------) seats available for different branches etc

But yes,

With your 21035 rank , considering you  from general category,

On the basis of analysis of past years wbjee cut off data , you have low chances in government engineering college for cs/IT/ OR any branch

Even for lower brunches, for government college your rank should have been at least around 19,000

In 2019 , in 3rd round of wbjee, 19115 GMR rank for general  category  was the closing rank for a government engineering college and it was for was for Govt. College Of Engineering & Textile Technology, Serampore , for Apparel & Production Management branch

You have chances in private engineering colleges for computer science like :-
