Dear Varshini, according to NTA, the locomotor disabilities less than or equal to 40% are considered under PWD Category. While there are certain conditions categorised under PWD Category, it doesnt mention about finger grafting.  So we wpuld suggest you to visit any Disability Assessment Boards and get yourself assessed. Based on your location  you have these DABs in metro cities. To add on PWD is not a vertical reservation. It is a horizontal reservation among your Category. There is no free sest formula. It is a Govt. Medical Seat that has lowest fees structure. Few of the DABs are:

• Vaibhav Mahavir Medical College and Sardarjung Hospital
• All India Institute of Physical Medicine and Rehabilitation
• Madras Medical College
• Institute of Post Graduate Medical Education and Research
