I have 434 marks in neet ug 2019 (UR).can I get admission in Chamba medical college or any others??

According to all the information you have provided regarding your score, it'll still be quite hard to say anything. Since the cutoofs depends on various factors and it will be too early to predict anything.
However, seeing the past year cutoffs, you have a feeble chance of getting a good government college.

You don't have much chances of getting a seat in your preferred college as last year the last government seat of the college went around 480. The seats are increased this year so the cutoff will decrease by 10-15 marks. But in that case also you have very less chance. It wil not go less than 450 this year. So you can try for some other college.  I cannot tell the exact colleges you can get as the cutoff varies every year.
