If I talk about the Top Govt. Colleges(NITs/ IIITs/ GFTIs) for admissions then you need to have minimum 75% marks in class XII or equivalent exam
or be in the top 20 percentile in their class XII exam conducted by the
respective board & For SC/ ST candidates, the eligibility criteria is to secure 65% marks in class XII or equivalent exam with your JEE Mains Rank.
But Yes, there are some other govt. colleges where you can get admission on the basis of your JEE Mains Rank basis even though you scored 71% in Class 12.

Your JEE rank would be considered and given much importance while admission via JEE. The percentage that you receive will comparatively have less weightage than the competitive exam score.
