My HS marks 71 percent. so can I got best government colleges through the better rank from JEE main Joint Entrance Exam?

Your JEE rank determines admission to the government college as you posted in the question. There is a less weightage given to the marks scored in 12th.

Yeah definitely you will able to get the able to take the admission in good central or state funded technical institute but inorder to get in NIT'S or IIIT'S and IIT you should have a atleast of 75% in class 12th but in your case you are lagging with that. But don't worry there are other good colleges also apart from those.
