I have 85+ percentage in +2 should I eligible for CSE

Your percentage marks is not an issue to get admission in BTech CSE. Yeah, you heard right that you need to have a good score in +2 level, but you cant get admission just by doing exceptionally well in your +2 boards.
You have to seat for JEE MAINS. If there you secure good rank, then you will get a chance. See if you want to get admission in any specific college and if they conduct any entrance examination; you can opt for that also. I have suggested Mains for all over India. You can seat in your state JEE also, there you can avail state quota or your category quota. It will help you a lot to secure good colleges.
In general, you should have minimum 65% or equivalent score in +2 level with PCM as your subject combination. As you have scored much above the criteria, you are very much welcome. As you know CSE is the most growing field in Technology, it demands a lot. If you have a better score than your competitor, you have slide edge over him/her. It happens frequently, that colleges need to break the tie, then they check these score to break up.

Most of the Engineering Institutes in India (affiliated by AICTE) accept JEE main score for admission, your 10+2 marks will not play a big role in it if your JEE main ranking is not good.
For IITs NITs and some GFITs the eligibility criteria is to score minimum 75% in your boards but for getting any of these colleges you have to score above 97 percentile in JEE mains and to get CSE in any government Institute you need to score above 99.97% in JEE main. Some private universities have their own entrance exams for BTech and management quota also, for private colleges the eligibility criteria is to score minimum 60%( in some cases 45%) in your boards.
So you need to prepare and score well in JEE main and the other entrance exams.
