i have a doubt regarding upsee councelling if i get a colledge in round 1 and want to participate in round 2 then should i have to pay 20k after that if i doesn't like the colledge in round 2 should i get the colledge which get in round 1 again? please help to clear my doubt

Yes, ofcourse you can go for 2 round councling but yes if you chose college in 2nd round then you can't get refund which you have paid in 1st round.
And also if you dont want to choose the college in 2nd round you can definitely go for 1st round of college which you have locked.
