There are various states where fee reimbursement process take place under various schemes. Different states have different schemes, some colleges also have different scheme for fee reimbursement. You will have to check the eligibility criteria of that particular state or college. You haven't mentioned enough information for me to say a weather you will come under this scheme or not.
