Dear Ravindra, if you havent joined the seat allotted in Round 2, it is as good as you do not have any seat. So you can appear for Mop up round. As per MCI Notification, candidates who have joined allotted seat from Round 1 or Round 2 cannot appear for Mop up round. But because you havent joined the allotted seat, you can attend the mop up round.
