I have an expected score of 468 from general category, Kerala. is there any chance for me to get a government seat in other states??

As per the lst year cutoff according your score you have less chance to get a seat under 15% quota seats & state quota seats. If you want to apply for the other state then you will be eligible to apply for the private colleges management quota seats.
