In the case of Gujarat , please see the details below:

Only candidates who passed both their Class 10 and Class 12 exams either from schools affiliated to Gujarat Board or from CBSE or ICSE schools located in Gujarat are eligible to apply as Gujarat domicile candidates for the 85% state quota seats.

The only students exempt from this rule are students of Jawahar Navodaya Vidyalaya who had studied Class 10 and Class 12 outside Gujarat but had studied in JNV schools in Gujarat till Class 8.

The above rules may change for NEET 2018 so you will have to wait until further updates are released by the Government of Gujarat. Till the rule stands however, if you have studied either one of Class 10 or Class 12 outside Gujarat, then you will not be eligible for Gujarat 85% State Quota seats through NEET .
But you will be able to apply in Andhra Pradesh as a domicile candidate for a specific portion of state quota seats in the Government colleges most likely as a Non Local Area candidate. For that, you need to ensure the following:

Y ou need to have stayed in Andhra Pradesh for a total of any 10 years in your lifetime
-
If not you then either of your parents need to have stayed in Andhra Pradesh for a total of any 10 years.
To prove either of the above , you will be required to produce a certificate stating that you or your parent has resided for a period of 10 years, indicating the duration of period of residence, from a Revenue Official not below the rank of Tahsildar from the area where the stay happened.
Local Area candidates are eligible for 85% out of the available 85% state seats in all Government colleges. To be a Local Area candidate, you should have completed 4 consecutive years of study in Andhra, concluding with your Class 12. Since you completed Class 10 from outside the state, you will only be eligible as a Non Local Area domicile candidate, ie. for admissions to 15% out of the 85% state quota seats in Government colleges. You will be eligible for admissions to a higher proportion of seats in private colleges however.
Please remember Andhra Pradesh is joining only the All India Quota of NEET from this year onwards so the above eligibility rules may be relaxed or changed. We will know this for sure by June. Until then, prepare well and proceed without stress as you can apply as an Andhra Domicile candidate.
