To become eligible for 15% All India Quota seats, candidates should be Indian citizens (except for candidates from Jammu and Kashmir who have not filled self-declaration form while filling the NEET application form) and qualify NEET.
In your case, you have qualified NEET just note that the score of 2018 will not be eligible for the next year as the AIQ counselling is over for this year. If you are a citizen of the country then you will be eligible for the counselling of AIQ seats.
As you have mentioned, you have completed the qualifying examination i.e. Class 12 from a foreign country then it should be equivalent to the Class 12 qualification provided by the Indian boards. For this, you will be required to take an approval from the Association of Indian Universities.
In case, you belong to NRI/OCI/PIO category then you can only take admission to seats falling under NRI quota and you won’t be eligible for AIQ counselling.

NEET exam is for admission requirements and 15% students are entrolled under AIQ quote rest of the 85% are for state participate You are eligible for AIQ from your profile but only 15% seats are there for you
