According to the NEET 2018 Elligibility Criteria,

"No gap year will be permitted between Classes 11 and 12. As per the revised Code 2 of the NEET Qualifying examination codes, candidates will be required to undertake two years "of regular and continuous study of Physics, Chemistry, Biology/Bio-technology".

Based on the criteria for NEET Examinations, you should not have a gap between 11th and 12th grade. Repeating 11th grade is not considered a gap year. So therefore, you are definitely elligible to answer NEET after you answer your board exams. Work really hard towards your goal now. You have had a minor setback but it doesn't matter.
