There's no requirement of joining a coaching or a institute to be eligible for your 2nd attempt for jrrt examination.
Coming to whether you should join coaching or not then it entirely depends upon you , if you are someone who cannot grasp concepts on your own from books then you can considering going for coaching. If your basics are clear and you can follow a daily routine and study on your own then you may not considering going for coaching.
To prepare well for neet you should practice questions after finishing each chapter you should practice numericals and mcqs and keep revising your concepts whenever you feel like you are for getting some concepts , make a routine as well and try to give at least 8 hours or more to study , your routine should revolve around study, revise and practice. once you are done with the complete neet syllabus go through mock test papers.
