I have got 20.7 marks in jee mains and I belong to st category so I am not qualified in jee main right

Actually the marks are low but I can say that still we can see the cutoff marks
And also I can say that the cutoff may vary from year to year and also category to category
I can suggest you good idea that you can write the April session JEE mains exam in this you will definitely increase your marks and also you will get the good rank as well
