I have got 520 marks with rank of 38078 and I am obc with Delhi domicile. Can I get any government college? And if yes which one ?

With a rank of 38078, you won't be getting any medical college in Delhi even though you have a Delhi domicile and OBC reservation.
The last year's cutoff of all colleges of Delhi with DU INTERNAL QOUTA and with OBC category was

It's difficult to get a government in other states as their you will considered under 15% all India qouta, and cutoff for AIQ goes really high, as you must have seen in 1sr round allotment.
