I have got 5518 rank wat would be my fee structure ?, am i eligible to any scholarship ? Which campus and group i can get with this rank ?

With your rank you can absolutely get almost any branch at any campus of Vellore Institute of Technology.
You've good chances of getting even CSE at Vellore campus. Which is expected to have the highest Cutoff of 6000 rank approximately in VITEEE 2019.
Vellore Institute of Technology assigns the students into categories for Scholarship provision. That is basically, fee would be lesser for candidate who scores better in VITEEE. Scholarship Categories are as follows:-
Category 1 : rank (1 to 20,000)
Category 2 : rank (20,001 to 40,000)
Category 3 : rank (40,001 to 65,000)
