Yeah you can definitely able to write the JEE MAINS examination because writing the JEE MAINS doesn't have any percentage eligibility but yaah inorder to enter in institutes like IIT and NIT'S you need to have a score of atleast 75% in class 12th. So definitely you can write both the papers of JEE MAINS which is going to be conduct in the next year.

Then why should I appear in exam if I cannot get admission in IIT or NIT

In INDIA there are several other private engineering colleges also which intake the student's via JEE Mains and Coming to point of IIT and NIT your board percentage is very poor through which you can't be able to take the admission in these institutes.
