I have got a rank of 20557 can I get CSE seat

You haven't mentioned the name of the examination, and your target college. Assuming that this is your All India Rank in JEE Main, you can get CSE in many good colleges. Analysing the previous year data, you may get a seat in some NITs and IIITs as well.

Also note that the cut-off rank changes every year depending on the difficulty of the paper,and the number of candidates appearing for it.
