I have got all India rank 27650 and I am from Punjab(unreserved ).Would I be able to get any government seat?

With this rank and your category being general category, you might not be able to get any government seat through AIQ.
As far as state quota is concerned, you have a possibility to get a seat but that possibility is very leads because the cut off is lower than AIQ but still.more and highest for general category students.
