I have got vedanta M.C Palghar in Round 1 of maharashtra counseling.I am not satisfied with the college.But I am ready to pay the fees and participate in further rounds.But If I don't get any college in any round and I decide to repeat this year.So will I be able to cancel the admission & get refund

Once you are allotted a seat in State Counselling, there are 4 options that you can exercise after Round 1:

Option 1: You are satisfied with the seat allotted and you do not want to participate in further rounds.You want to join the College.

Option 2: Happy with the seat allotted but wants to participate in further rounds of Counselling.If that is the case, you have to report to the College and pay the College fees. But if you are again allotted a better College than the first one, the seat allotted in the Round 1 will be automatically cancelled.

Option 3: Not happy with the Seat allotted and want to participate in further rounds of Counselling. But then you need to rearrange your options during Choice filling..

Option 4: Not happy with the seat allotted and do not want to participate in further rounds of Counselling. Then, the seat allotted will be cancelled

In your case, though you are not satisfied and you want to pay the fees, you have to select the Option 2. The refund is initiated by the College after deducting Rs. 1500. The Principal of the College will make the refund on the basis if cancellation letter.The authorities will announce the date by when you can cancel the admission. Only if you cancel your seat before this, you will get a refund or else, you will not. Your option 2 is also called Status Retention and even this is eligible for refund.
