I have my Invome certificate made in June,2019. It says that it is valid for period of 4 years from the date of issue. Do I need to renew my certificate for registration for the 3rd semester for the batch 2019-23? My college asks for the certificate dated on or before 01 April,2020.

It looks like you have made a wrong assumption regarding dates calculation. Because your college has a certificate issued before or on April 1st 2020. Then by this statement, it's clear that the issued date of your income certificate files before April 1st 2020. So you have passed the condition, so obviously you can submit your certificate

Sir what if college has asked me to submit income certificate issued on or after 01 April,2020 in the above same context? Do I need to renew my certificate?

No, You Don't have to renew it now. But renew it when it expires and afterwards submit to your adminstarator.
