I have OBC-NCL certificate dated 19.2.19 is it valid for advance or I have to produce new certificate. ie my JEE mains is under gen catagory

No.This is not allowed by NTA in JEE MAINS. If you applied through OBC category and wanted to change to general category, it is allowed. But vice-versa can not be done.
So, its not possible.

The validity of the OBC NCL certificate is of at least one year . so if you have a certificate dated in February 2019 then you do not required to produce another certificate for the JEE mains exam. You same certificate will be eligible a valid until February 2020.
