I have passed class 12 in 2017 Can I appear for JEE advanced in 2019.

Sorry to say you can not appear for JEE Advanced this year o nly two conjugative years allowed in JEE Advanced. You must pass in 2018 or in 2019 for appearing the exam.

I have to say, unfortunately, "no". Note that JEE Advanced can only be given two years:
- First attempt - year if graduation from class 12
- Second attempt - the next year
