I have passed class 12th in 2016, am I eligible for WBJEE and UPSEE this year 2019????

Yes, you are eligible. And you should have passed.
Candidates must have passed UP Board intermediate examination or 10+2 or equivalent exam. Mentioned below is the combination required in the qualifying examination,

And for upsc first you have to garduate

Yes, you are eligible to take both WBJEE and UPSEE in 2019 if you've completed your 12th in 2016 as their is no bar on attempting according to the year of passing 12th exam. Also, there is no upper age limit for attempting both of these examinations.

you should have passed in the +2 board exam with 45% aggregate marks (PCM).
