As you are from uttar Pradesh,and you have domicile of uttar pradesh. That's why You can definitely apply for the state quota of uttar pradesh.As you have passed out 12th board from Delhi. But if you have the domicile certificate of the Uttar Pradesh,then you can definitely apply for the state quota to get admission in different colleges of Uttar Pradesh.
