the college institution from where you have done your diploma has got nothing to do with the institution from where you do your masters in availing the all India quota or State quota for if you are wanting to avail service quota then usually that will be three years state quota as neet all India quota counselling does not provide for service quota facilities in a particular state
What is worth mentioning here is that unless you have done your bond perhaps you are not be able to avail the services of the state quota and might have to pay the compensatory money in order to not do the born before getting a release certificate from your diploma degree and seek admission to the master degree availing the neet rank you have achieved
