I have registered for neetpg 2020... I wish to change my test center.... but couldn't edit since payment has been made.. can I register again by paying so that I can choose my city will there be any legal issues on that during counseling???

You can't change your test centers so you will have nothing to do but have to stick with the registration you have done already. If you do double registration, then the possibility is as per the rules, your both application will be cancelled. So its better not to follow such steps and just approach the selection you have made in the first place.
