I have scored 17.178923 percentile then what will my rank . and am i qualified or not as belonging from general category ?

It is difficult to predict the actual rank or JEE Advanced qualifying marks as for the first time JEE Main is being conducted twice and rank will be based on NTA percentile score.

According to your percentile score, chances are less to qualify for the JEE Advanced exam.
I would suggest you to appear for the JEE Main April exam and try to perform well in that exam as the best of the two scores will be considered for merit.
