I have scored 9700 GmR and 1800 tfw rank. So do I stand a chance to get admission in any gov. College or in heritage , techno India saltlake

Tfw rank doesn't help in getting admission. You will be alloted college on the basis of GMR only. With this score you can get government colleges but not the core branches. You can get IT branch , Textile branch in Government college of Engineering and Textile Technology serampore, like this in all government colleges you cannot get core branches like CSE.
