Yes, you will be able to appear for the JEE Main 2019 paper. However, you will not be eligible for admissions into NITs, IIITs and CFTIs since the marks required for these institutes is 75% for General category and 65% for SC/ST category. There is another clause, that you will have chances for admissions into NITs, IIITs and CFTIs, if you belong to the top 20 percentile of your respective board.
